TPO Uganda is now seeking applications for the following positions fora prospective transition award by USAID. Most positions will be based in our Mbarara regional offices and candidates must be willing and ready to live and work in the region.
Position: Chief of Party (CoP): Reports to: Country Director Location: Mbarara
This is a senior level position and the successful candidate will take overall responsibility for the delivery, coordination, implementation and monitoring of the OVC program. S/he will be responsible for technical leadership, financial and administrative oversight of the program and will serve as the principal institutional liaison to USAID. S/he will manage a team of senior staff and sub-partners and ensure quality, timeliness, and operational efficiency across the entire program. You will also supervise senior teams of operations, finance, grants and M&E personnel.
Master’s Degree or higher in international development, public health management, Social sciences, or a closely related field is required.
Experience managing a USG cooperative agreement preferred including demonstrable experience managing complex consortium based USAID multiyear grants as a prime grant recipient.
The CoP must have strong leadership qualities and depth and breadth of technical and management expertise, with at least 10 years of experience designing, implementing and managing large, complex projects
Experience with designing, conceptualising and supervising delivery of integrated programs targeting OVC households, community systems strengthening, economic empowerment, and youth focused programs.
Familiarity with USG PEPFAR program design elements and areas of program emphasis, for HIV/AIDs prevention, care and treatment.
High level of maturity and credibility to interact with local government counterparts, state and non-state actors and multi-sectoral networking and coordination
Position: Project Manager: Reports to: Deputy Chief of Party Location: Mbarara
The Project Manager will be responsible for providing programmatic, managerial and coordination support to District Project Coordinators
(DPC’s) spread across approximately 19 districts. He/She will provide backstopping support to District Project Coordinators, supporting them to coordinate district specific activities, manage CSO partnerships, attain project targets, liaison with local government technocrats and strengthening implementation frameworks at community and local government level.
Technical ability to support DPC’s with technical leadership, align activities to overall program objectives.
Ability to mentor, supervise and support DPC’s in over 19 districts to consolidate district specific reports for onward submission to the Deputy Chief of Party, ensuring quality timeliness and operational efficiency at district level.
Familiarity with PEPFAR OVC technical elements, OVC and youth programmatic design and service delivery frameworks.
Ability to manage and build capacity of project staff, and multiple teams comprising CSOs and local government counterparts.
Experience with child welfare and protection programs, systems strengthening, Capacity building, economic strengthening, service delivery, quality improvement and policy development is required.
Minimum 8 years of senior project management experience,reporting and proposal development as well as technical support supervision of complex integrated OVC programs.
Master’s Degree in international development, social sciences,public health, or a closely related field is required.
Position: Regional Finance Manager: Reporting to: Chief of Party Location: Mbarara
The proposed Regional Finance Manager will oversee all financial and operational matters within the project, including managing financial systems, generating financial reports, tracking expenses, administering sub-awards, managing finance and operational issues and staff at the regional office and supporting CSO and project staff in district offices. S/ he will supervise grants, regularly assess risk levels and build capacity of implementing partners and project staff in USG policy and grant compliance. The Finance Manager will be responsible for preparing periodic finance reports for the attention of the Director Finance and Administration at TPO HQ.
Full Chartered Accountant, with CPA/ ACCA and a Master’s Degree in accounting, finance, business management.
S/he must have at least 8 years of experience managing large multiyear USAID, grants and budgets and will be familiar with all reporting and financial management requirements.
Experience with establishing solid financial management systems, policies and procedures including sub grant management.
Experience supervising sub grantees, mentoring and coaching them to establish sound systems of sub-grant management.
The successful candidate must possess team building skills, mentorship, problem solving and be very decisive.
The candidate must have strong demonstrated leadership qualities, depth and breadth of technical and management expertise and experience, and strong interpersonal, writing, and oral presentation skills.
Position: Regional Monitoring, Evaluation, and Learning (MEAL) Manager Reporting to: Chief of Party Location: Mbarara The proposed Regional MEAL Manager will have responsibility for all monitoring, evaluation and research activities associated with the project. You will establish and/or enhance integrated OVC data management systems that feed into OVCMIS, and other PEPFAR OVC data management frameworks. The successful candidate will demonstrate impeccable technical expertise managing highly complex OVC databases, supporting collection and indicator based reporting, PEPFAR target monitoring and supporting local partners acquire necessary capacity in monitoring, evaluation and learning.
Master’s Degree or higher in monitoring and evaluation, public health, demography, health management, social science, biostatistics, statistics, or a related field is required.
S/he must have at least 8 years of experience supervising monitoring, evaluation and research efforts, preferably with respect to programs targeting OVC households, child welfare and protection systems strengthening, capacity building, economic strengthening, and service delivery.
The candidate must have strong quantitative or mixed-method and analytical skills and ability to articulate OVC, DREAMS technical information clearly and effectively to both technical and nontechnical audiences.
S/he must have strong skills using MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, SPSS) and experience training others in its use is highly desirable.
S/he must have demonstrated leadership qualities, depth and breadth of technical and management expertise and experience, and strong interpersonal, writing, and oral presentation skills.
S/he must possess demonstrable ability to support data users in data utilisation, research to practice and application for improved OVC program performance monitoring and improvement.
Position: Information Communications Technology Officer Reporting to: Director Knowledge Management and Innovations Location: Kampala The IT Officer will ensure the existence of an appropriate and functional hardware / software technology infrastructure to facilitate communications on TPO UG activities, access to information on organisational services /events and programme update by stakeholders. S/he will Support deployment of up-to-date hardware and software
technology platforms in alignment with organisation needs and will ensure seamless messaging and communication. S/He will provide support to administer backup systems to ensure secured, accessible communications and data resources to all users.
Bachelors in information Technology or Computer Science plus CCNA/MCSA
Post graduate training in software engeering/networking/database administration
S/he must have at least 3 years’ experience in IT administration and support
S/he must have knowledge of networking protocols.
S/he must have ability to lead and train teams, communication skills and strong troubleshooting skills.
Position: Executive Assistant Reporting to: Country Director Location: Kampala Executive Assistant will provide, coordinate and oversee office administrative, managerial and support functions of the Country Director’s Office, support Directors to keep their offices running smoothly, while maintaining confidentiality and exercising sound judgment and ability to make reasonable decisions in line with TPO Uganda guidelines and mandate without the need for constant or direct supervision. Specifications:
Bachelor’s in Secretarial Studies, Industrial and Organizational Psychology or Business Administration.
A post graduate Training in Administrative Law or ICSA is an added advantage.
S/he must have at least 3 years’ experience providing high level administrative support. S/he must possess first-hand knowledge of standard office administrative practices and procedures
S/he must have excellent skills in organization and planning, office management, communication, information management, records management, discretion – confidentiality and good interpersonal relationships.
